What does this do?
This PR updates and simplifies our release workflow for tagged releases, and gets our app into the plugins catalog.
Once grafana/plugin-ci-workflows#46 is merged,
grafana/plugin-ci-workflows/.github/workflows/cd.yml@mainwill be able to publish our tagged release artifacts to all cloud environments.
